The Supreme Committee said it had taken the decision to allow foreign nationals who hold residency visas issued in Dubai to return to the emirate from tomorrow (Monday, June 22). It will also allow citizens and residents to travel to any foreign country from Tuesday 23 June, provided the destination countries agree to accept them. In addition, they should undertake to follow the precautionary measures set by the countries they are visiting. The committee also decided to start welcoming overseas visitors and tourists from July 7, 2020. The new decisions are supported by protocols and precautionary measures aimed at protecting the health and well-being of all passengers traveling to or from Dubai airports.
The committee said the significant progress the emirate has made in fighting the virus, with strict preventive measures implemented at the national and local levels, has earned global praise. Dubai’s rapid response to the global pandemic, combined with the joint efforts of the government and the private sector, and the commitment of the community, have helped to significantly limit the spread of the virus.
Residents holding visas issued in Dubai may return to the emirate by pre-booking flights on any airline, subject to approval coordinated between the General Directorate of Residency and Foreign Affairs (GDRFA Dubai) and the airline. Residents must complete a “Health Declaration Form” before traveling to confirm that they do not have symptoms of COVID-19. The airline has the right to refuse boarding if passengers show any symptoms of COVID-19.
Upon arrival at Dubai airports, all residents will be required to undergo a PCR test to detect COVID-19. Residents should register their full details on the DXB COVID-19 Smart App available online upon arrival and before leaving the terminal.
Covid 19 Update
Residents of Dubai should not leave their homes until they receive the result of a COVID-19 test. If they test positive, they will have to self-isolate at home for 14 days.
Residents who share houses or live in high-density facilities will be isolated in an institutional facility if they test positive. The resident’s employer should arrange an isolation facility in accordance with guidelines approved by the COVID-19 Command and Control Center or bear the cost of a paid isolation facility provided by the government.
There will be no restrictions on overseas destinations to which citizens and residents can travel. However, they must follow the guidelines and protocols followed in the countries they are traveling to. They are also required to complete a “Health Declaration Form” prior to boarding to confirm that they have no symptoms of COVID-19. The airline has the right to refuse boarding if it shows any symptoms of COVID-19.
Upon return to Dubai, citizens and residents will have to undergo a PCR test at the airport. They must register their details on DXB’s COVID-19 app and pledge to self-isolate at home until test results are available. If they test positive for COVID-19, they must self-isolate for 14 days and follow all instructions and precautions set by the COVID-19 Command and Control Center.

The airline has the right to refuse boarding at the airport of departure if it shows any symptoms of COVID-19.
Tourists must take a PCR test valid no more than four days (96 hours) before the departure date. Upon arrival at Dubai airports, they will have to prove that they are not infected with the virus. If they cannot provide proof, they will undergo a PCR test at the airport.
All arrivals will be subjected to thermal checks. If a traveler is suspected of having symptoms of COVID-19, Dubai airports have the right to retest to ensure the tourist is free of the virus. Tourists who test positive for COVID-19 are required to register their details on DXB’s COVID-19 app and self-isolate for 14 days in a government-provided institutional facility at their own expense.
All positive cases of COVID-19 should strictly follow the measures outlined by the COVID-19 Command and Control Center.
